In the meantime, here is the machine that the Brown's Gas Book 2 describes how to build. It was built out of surplus parts and cost less than $1000 to build.

This 3000 liter per hour electrolyzer operated nearly every day for over a year while we experimented with the Browns Gas. Once Eagle-Research built the ER1150 Water Torches (Brown's Gas generator), they retired and dismantled this machine. It was clean inside.
This electrolyzer was literally home-built in a basement apartment. When this picture was taken, the machine is over two years old and is seeing constant use as the builder experiments with Browns Gas.
